Are latinos in El Paso, Texas mostly of Mestizo(as Aztec/spanish) or European (as in Just Spanish) background?

I'm just curious, as I was reading a US census report that said 80 of El Paso is white Mexican! and I thought that seemed unusually high, as it's rather rare to see just white mexicans in the States...
